@mystrogue: I think Rogue should steal powers from some villain who has become to powerful or some other character whose powers are so out of control that they are dying slowly and painfully because of them and Rogue has to take half of them away forever in order to save his/her life! THAT way, she doesn't have to feel guilty about it AND gets a power upgrade!

Which mutant should Rogue 'permanently' steal the powers of now??
I would rather they develop her powers more. With her having Ms Marvels powers the writers could be more lazy with her character. They would focus more on the Ms marvel aspect of her powers rather than her original powers. They can have Rogues power live up to there full potential without making her boring. The on downside to her powers should be the other psyches in her head when she absorbs other characters powers rather than her only being able to Temporary absorb powers unless she kills the other person or puts them in a coma. In the heat of battle she would need to have a calm head and be relaxed because if she isn't than she could lose her self in there people thoughts. Now she should get to this point down the road when she develops her powers more.
I want her to keep her base powers and build up on her combat skills. Keeping her base powers gives her more creativity.
I think IF she were to "permanently" absorb another characters powers, it should coincide with the circumstances of the story and be pertinent to her development as a hero...or even her resurgence as a villain maybe.
I've been working on a story where she absorbs Namora in a similar fashion to her Reaper persona in Age of X where the subjects of her absorption willingly release their essence to her in their last moments and she uses their powers to honor their memory. In this case, Namora is mortally wounded battling a jerk-wad group of Avengers lead by Iron Man (of course) and with her dying words she requests Rogue, "Avenge me."
I think Rogue has become synonymous with the super strength and flight she gained from Ms. Marvel and with Namora's power set, she gains both, albeit to a lesser extent.
I liked an earlier poster's suggestion of taking Xavier's powers from Red Skull. It would not only defeat Red Skull, but also give the X-Men a nice solid 'head telepath' again (since Emma is currently TP-less and psylocke is...well..psylocke). Also that would be neat for Rogue to have stable abilities for a while, and I would love if she was perhaps practising with Xavier's powers and find some of his 'psychic imprints' cos I loved the mentorship between Charles and Rogue
Maybe have Charles and Rogue having a relationship similar to Firestorm's Ronnie / Martin relationship. Floating head giving instruction. Of course... she can't absorb anyone too evil then.
We know what happens when someone evil (or even unstable) has their personality mix with the Prof.
She should steal Hope powers so that she can be the most powerful stealing/copying mutant.
She really proved that she was much more powerful than Hope.
Rogue is better with copied powers, and may have multiple powers once, when in control, Rogue with a few collapses.
Besides, Hope is just a simple imitator, Rogue does a lot more than that. and XML is the test.

Rogue should return to X men (human body + 1% of Wonder Man powers)
Rogue as energy being should stay with Avengers:D (99% of Wonder Man powers)

she should have near death experience:D
Rogue has permanently the powers of WM, which makes it stronger than the original Marvel Ms, or the current Cap Marvel. It does not have to absorb anyone else, it's already very powerful, you should only have control over your powers of Absorption.
And good to develop the other powers of Wm that she has still asleep.

but Marvel has return to 90s. It doesn't matter that Rogue has Wonder Man powers. She once again has weak super strenght.

The first is that there was a retcon, after X-treme X-men, for Rogue to be similar to its cinematic version.
Carol's absorption of powers has been depicted permanently for over two decades.
Rogue's DNA and entire physiology was Kree/mutant.
@thunderscream: Rogue absorbed permanently Wonder Man's powers in 2014 in Uncanny Avengers vol 1 #21.
She is super strong, high-invulnerable and has super sonic speed again.
