    C.O.W.L.

    In the fictional world of C.O.W.L., set in 1960s Chicago, Mayor Daley wants to get modify the city's contract with the superhero union. He believes it is no longer needed after the main supervillain team, the Chicago Six, has been defeated. He wants to cut their money and allow independent contractor superheroes in addition to the main union. C.O.W.L. won't settle, and they go on strike.

    The union head, Geoffrey Warner, makes a deal with a mob boss, Camden Stone. Stone funds a new generation of supervillains, to make it look like there is still a need for C.O.W.L. Under pressure from the public and the FBI to keep the city safe, Mayor Daley eventually capitulates and renews C.O.W.L.'s contract, giving them everything they wanted.
