The Good: Tynion jumps in with both feet trying to make the Outlaws his own and I admire that. He takes us back to the beginning of the series with the All Caste. Its nice to see more of that portion of Jason's life. And I enjoy the relationship Roy and Starfire have. Their friendship makes the book more enjoyable than it should.
The Bad: If you're new to a book, and you're going to change the course of it you need to either reboot or take it a bit slower. This book is continued from a Batman and Robin issue, #20, which isn't released as of this review, and it hurts the story.
Summary: I like Tynion's work in Talon, I enjoy his back up stories in Batman. I'm not sure Red Hood being mystical is going to be his cup of tea. Tynion to date seems to be better with street level crime fighters, and frankly Red Hood should be a non mystical street level vigilante. The mystical outer body mind wiping craziness just isn't him. I had hoped they would retcon that nonsense a long time ago and unfortunately it seems to have been embraced. Now, if you enjoy that sort of thing then you'll love this run I'm sure. The book is better than a 3 star review, so it gets a 4.
