@sethysquare:We don't know that, could still be Tula or one of the others just working under the Tempest name, like Jade is working under Green Lantern name and Jesse Quick is the Flash here.
Am I the only one really confused/disappointed about Ame Comi as a whole with this issue? 19 issues in and they rebooted the universe and are now focusing on different characters entirely than what I started reading the series for. I have a very hard time wanting to continue reading now.

Bought the first two issues of PG then dropped it it was soooo bad.
@TheCrowbar: Well then you're not really qualified to answer my question, so...
I was enjoying it up until the last issue. Now I'm just confused. Like, why reboot the universe? And this early? Why leave a bunch of questions from the last arc unanswered? Are the other characters even still alive? Flash was there, but she's a frickin zombie now. What happened to everyone else? The hell is going on? I'm having a hard time wrapping my head around why this happened.
@Ravager4: I have a hunch that this is Metra's solution to the previous story and that it is temporary. Considering Flash just had her origins rewritten and that we are almost bound to see Raven's white outfit and the blue one later on.

Its a book meant to focus on DC universe's female characters. So its definitely going to be a rotating cast.
@sethysquare rotating the cast is one thing. Rebooting the universe and leaving a bunch of unanswered questions dangling after a mere two story arcs is entirely different, not to mention wholly extreme and unnecessary.
@DarkShadows: The short version is that it is a Ame-Comi retelling of the NTT origins just without Robin. They've made a twist however by introducing Raven's (presumaby) bad side first and turning the Black Flash from the Grim Reaper of Speedsters into a zombie version of the normal one.
So the lady standing next to Raven is suppose to be Flash? I thought, at first, it might be Prometheus because of the helmet. Hmm, still don't know if I should read this title or not.
This is actually quite funny, its all part cheescake, part short re-telling of other stories and part Tiny Titans. (Only reason Trigon invades once a year is because Raven doesn't join him and never calls home :)
