Queen Otohime had spent most of her life trying to bridge the gap of racial prejudiced between mermaid and fish-man with humans. She believed it all stemmed from just not understanding one another. The people of the Ryugu Kingdom were not so easily swayed. Fish Tiger one day came to meet with King Neptune and Otohime after he returned form his journey to give them a warning that he would personally be taking action against the World Government. Otohime understood how he must have suffered thanks to her unique abilities.

    Fish-Man Island Arc

Otohime had tried for years to gather petition to convince the people of Fish-Man Island to move to the surface world, but she only managed to gain a measly 1,000 signatures. It broke her heart that she couldn't get the people to understand her dream of letting the children live in the sun. On day, Saint Myosgard of the Celestial Dragon arrived on Fish-Man Island to reclaim his former slaves from the island. Otohime shielded the wounded Myosgard from being shot becasue there were children present. However, Myosgard took Otohime hostage by gun, but several Sea Kings appeared in response to Shirahoshi's cries for her mother. Otohime then traveled back to Marie Jois and returned with an agreement from the Celestial Dragons to welcome Ryugu Kingdom to the World Government, providing they could gather enough signatures.

The queens initiative to gather signatures was slowly starting to take hold with the people. More and more signatures were starting to come in from across the island. Just as they were nearing the goal, the signatures had caught fire. She was so distracted by trying to save the lists that she never sensed the assassin's bullet that struck her. As she lay dying, she made a promise with her children to not hate her killer, no matter who they were. Her children gathered around her, and they made one final promise to build the future she had died for.

    Powers & Abilities

As a mermaid, Queen Otohime has the inherited ability to swim at incredible speed in the water and communicate with fish. Mermaids are the fastest creature in the water.

Haki (覇気, Haki) is a power that is possessed by all people, but few can actually use it. It's often unique to those with a strong enough will to control. This power is even strong enough to cancel out the powers of Devil Fruit users, but even they can use this skill. There are three basic forms of Haki, and Otohime has only been seen to be able to use one.

    • Observation Haki: The Observation Haki (見聞色, Kenbunshoku) technique is a skill that allows the user to predict an opponent's movements, but only the thoughts directly on the user's mind. This gives them more time to avoid an attack. It can also be used to sense the location or numbers of enemies from a great distance. Otohime could use this ability to even dodge gunfire.
