Well Kingsley is a mercenary, he goes all over the word and does black ops work, he is experienced and Creative with making weapons, I say, Punisher if battle is drawn out , or stale mate they both Kill each other.

Didn't the Punisher already encounter the Ned Leeds incarnation of the Hobgoblin during the Gang War in the 80's and if I remember he did come across the Kingsley version in Spidergirl 3 years ago? The way I see it is this; Kingsley would most likely send a decoy to fight the Punisher who would most likely get killed while Kingsley slips away un-noticed.
