Well, it`s an educational magazine started in the 50`s, that teaches American (and maybe a few other countries) soldiers, how to keep good care of all kinds of things at the army. The first one to make those comics was Will Eisner. The stories always have humor and exxagerated situations and characters, to make the learning easier, and less tedious.
A way that has been proved to be effective enough, numerously in the past.
