Never said that. it would be a linear multiplier in power and speed, it isn't a ten times difference, it's more like a 2x difference in power from 20% to 30% to 45%. But you are right, in some cases. Though if 5% to 8% is a 1.6x increase in power and speed, then that would mean 30% to 40% could be even higher than that. I'm using multiplication, to multiply his speed (at least his reaction and combat speed feats) also you was right, about me using that to scale his speed, but I'm pretty certain you can agree with low multipliers.

5% to 8% (1.6 increase)

8% to 15% (1.6 increase)

15% to 20% (1.6 increase)

20% to 30% (1.6 increase)

30% to 45% (2x increase)
