Well just like with American company-owned comics, the tone can change from creative team to creative team. Some treat it more as a satire, others write it more as a straightforward action hero story. I'm no Dredd expert or anything, but the Dark Judges storyline (which was recently reprinted in America) is widely regarded as one of the best Dredd stories so if you're curious, maybe check that out.

It's fairly serious but also has political commentary, very satirical at times, and tongue-in-cheek often. It's a perfect balance of tone if you ask me.
