@zgtfreak: The Downstreamers are a race of hyper-advanced humans who turned a finite universe into an infinite multiverse:

“They made the manifold.”

“Who did?”

“The Old Ones. They constructed a manifold of universes—an infinite number of universes. They made it all.” Nemoto shook her head. “Even framing the thought, conceiving of such ambition, is overwhelming. But they did it.”

Note that this isn't some baseline infintie multiversal feat for said multiverse is a Type 4 Ultimate Ensemble Multiverse:

“Infinity is significant, you see,” Nemoto said, too rapidly. “There is, umm, a qualitative difference between a mere large number, however large, and infinity. In the infinite manifold, in that infinite ensemble, all logically possible universes must exist. And therefore all logically possible destinies must unfold. Everything that is possible will happen, somewhere out there. They created a grand stage, you see, Emma: a stage for endless possibilities of life and mind.”

And:

Anna's face worked. "They are considering constraints on the ultimate manifold."

Maura suspected that she was going to struggle with the rest of this conversation. "The manifold of what?"

"Universes. It is of course a truism that all logically possible universes must exist. The universe, this universe, is described - umm, that's the wrong word - by a formal system. Mathematics. A system of mathematics." Maura frowned. "You mean a Theory of Everything?"

Anna waved a hand, as if that were utterly trivial, and her beautiful wings rustled.

"But there are many formal systems. Some of them are less rich, some more. But each formal system is logically consistent internally, describes a possible universe, which therefore exists." .

So we know this is following Tegmark's Type 4 model. Note that the mathematics used to describe the verse are platonic/equalt to platonic in nature:

"Cassiopeia had spent time trying to teach him about a phenomenon just a little beyond his own horizon — as chaos theory might have been to an engineer of, say, the 1950s. It was something to do with the emergence of complexity. The Gaijin seemed able to see how complexity, even life, naturally emerged from the simplest of beginnings: not fundamental physical laws, but something even deeper than that — as far as he could make out, the essential mathematical logic that underlay all things."

And:

Furthermore:

“Now poetry from the policewoman,” Hassan said dryly. “Perhaps not so different from ourselves, Susan. Perhaps we too are creatures of mathematics, self-conscious observers within a greater Platonic formalism, islands of awareness in a sea of logic…”

Prove that math here is treated as Platonic, while Mathematical systems can be thought of as a composite of math equations which are Platonic. Now, note that the manifold, as shown above, already contains all possible universes, however, the Downstreamers managed to make the multiverse more complex which shouldn't be possible as all possible universes are already actualised. That means that enriched it by adding impossibilities. Now, note that this is but one of infinite multiverses:

"Of course," Babo said, "She may actually be an expression of the manifold itself — or perhaps the manifold itself, the greater structure of reality strands, is itself self-referential, in some sense conscious. Or maybe the manifold is just one thread in a greater tapestry - "

"A manifold of manifolds."

Furthermore, each Multiverse has many cosmologies such as Dante's Aristoteliean which is metaphysical:

"‘Yes,’ Philmus whispered. ‘And then he saw a paradox that he expresses by an image. Three circles, superimposed, of the same size—and yet of different colours.’

‘Separated by a higher dimension,’ Philmus guessed.

‘Yes. In the high-dimensional artefact Dante saw a metaphor for the Trinity. God’s three personalities in one being.’

‘Ah,’ said the Monsignor, cautiously uncurling.

‘Rather more. I knew enough physics—’

‘This is the basis of the new unified theory,’ Philmus said. ‘A unification of phenomena through the structure of a higher-dimensional space.’

Himmelfarb’s face was turning to pixels again. ‘It isn’t as simple as that,’ she said. ‘The whole notion of dimensionality is an approximate one that only emerges in a semi-classical context—well. I don’t suppose it matters now."

"And the three of them, like birds hovering beneath the domed roof of a cathedral, ascended into the Empyrean.

They passed into a layer of darkness, like a storm cloud. The hemispheres of the 3-sphere—the Earth and its nested spheres, the globes of the angels—faded like stars at dawn.

But Himmelfarb’s eyes glowed brightly. And then, space folded away. Philmus could still see Boyle, Himmelfarb, the priest’s shining eyes. But she couldn’t tell how near or far the others were. And when she tried to look away from them, her eyes slid over an elusive darkness, deeper than the darkness inside her own skull.

There was no structure beyond the three of them, their relative positions. She felt as small as an electron, as huge as a galaxy. She felt lost.

She clung to Himmelfarb’s hand. ‘Where are we? How far—"

"'We are outside the Primum Mobile: beyond duration, beyond the structure of space. Dante understood this place. “There near and far neither add nor subtract…'"

This is blantant prove that the math in this verse is metaphysical because a cosmology containing a realm where math doesn't work properly appeared inside a multiverse which is dependent on math. Note that I'm bringing up cosmology only because it is needed to understand the true power of the Downnstreamers. Oh, and they can change said Platonic laws of mathematics:

"'We don't know how they do it. But they changed the rules,' Nemoto said."

Oh, and each Manifold likely has numerous Platonic realms as well, namely Configuration Space:

"He snapped his fingers, once, twice, three times

‘There. There. There. Each moment, each juggling of the particles, a new grain, a new coordinate on the map. There is one unique grain that represents the coalescing of all the universe’s particles into a single point. There are many more grains representing chaos – darkness – a random, structureless shuffling of the atoms.

‘Configuration space contains all the arrangements of matter there could ever be. It is an image of eternity.’ He waved a fingertip through the air. ‘But if I trace out a path from point to point—

’‘You are tracing out a history,’ said Hama. ‘A sequence of configurations, the universe evolving from point to point.

’‘Yes. But we know that time is an illusion. In configuration space, all the moments that comprise our history exist simultaneously. And all the other configurations that are logically possible also exist, whether they lie along the track of that history or not.’"

"Ensign, do you know what is meant by configuration space?”

“Imagine there is no time. Imagine there is no space…” In the still cold of Callisto, as she described extraordinary ideas, Luru’s voice was a dry rustle."

“'An abstract, static, Platonic realm — a place of morbid contemplation, a consolation for ageless pharaohs as they sought to justify the way they administered the suffering of their fellow creatures.'"

And the Downstreamers transcend this entire hierarchy of Type IV multiverses built upon mathematical Platonism. Some durability feats:

"Michael said softly, Isn’t this why you came to Cruithne, Malenfant?To discover purpose? And you had a role to play.

“I never understood. Not until now.” Nevertheless you were a catalyst.

Malenfant found he was bleakly exhilarated. “Life is no accident,” he said. “No second-order effect, no marginal creation. We—small, insignificant creatures scurrying over our fragile planet, lost in the Galaxy—we were, after all, the center of the universe.” It was, in its extraordinary way, an affirmation of all he had ever believed. “Hah,” he barked. “Copernicus, blow it out your ass!”

Malenfant? I think I’m scared.

Malenfant pulled the boy to him, wrapped his arms around this complex creature, the ten-year-old boy, the superbeing stranded here from a vanished future.

“Will they remember us? The children. In the new universes.”

Oh, yes, Michael said, and he smiled. He waved a hand at the bubble. This couldn’t have happened without mind. Without intelligence.Who knows? They might be able to reconstruct what we were like, how we lived our lives.

“I hope they forgive us,” Malenfant whispered.

The bubble of glowing, laser-speckle light was looming now, a wall that cut across the universe, plummeting toward them at light speed. It could have been a mile away or ten million. Malenfant could feel nothing: no heat, no cold, no tug of the anomaly’s monstrous gravity. Maybe he was already falling into its maw.

He wondered how long there was left. Then he put the thought aside. No more countdowns, Malenfant.

Malenfant. There’s something I didn’t tell you.

“What?”

We might survive. We might get caught in one of the false-vacuum black holes. We are here, but not here, Malenfant. The information that comprises us might be preserved during—

“Where would we be? One of the new universes?”

I don’t know.

“What would it be like?”

Different.

“I think I’d like that. Maybe this is just the beginning. Hold on, now —”

The unreal light grew blinding. He pressed Michael’s face to his own belly so the boy couldn’t see what was coming. Malenfant grinned fiercely."

The context above was two lone Downstreamers were likely to have survived a destruction wave that was wiping out an entire multiverse, which has metaphysical and Platonic realms.

So, overall, the Downstreamers have shown the ability to manipulate Platonic Concepts and Logic systems which defines an infinite hierarchy of cosmologies which have their own Platonic and metaphysical realms. Note, all this is contained within the Ultimate Manifold which the Downstreamers transcend in it's entirety. Alright, that's all for now.

Presence wins according to a pro-omnipotent interpretation of DC. Monitors win according to a pro-monitor interpretation of DC. There is no right answer for who is really on top, it depends on how you view/interpret DC
