The Cosmology for DBH is massive and it should not be downplayed for how massive it is, as its quite literally above infinite universes, let me explain.

Section A, Cosmology

First of all Fuu states “History isn’t linear, and certainly not finite”, The part referring to history not being linear implies history is branched rather than a singular timeline, the line following states history is not finite, the implication of the word choices imply the branching of timelines is not finite, therefore implies the multiverse is infinitely branched, which is proven by a time patroller that we'll get to later.

Furthermore in that same Imgur link, the patroller said “History ‘can’ take a infinite numbers of path”. Although you can interoperate it as history “can” take a infinite number of paths, but has not, thus not infinite by definition.

While valid, the statement was actually an English mistranslation! The original Japanese Text had a different narrative

Patroller: まあ 歴史なんて “無限”に枝分かれしてるうえにどの歴史がどう正しいかなんてわからないしね

What the patroller actually said was “History is infinitely branched, you just don’t know which history is correct”. “History is Infinitely branched” would mean the multiverse is indeed spanned infinitely since “branched” is past tense, so it implies the multiverse is actually infinite.

More evidence is taken in the form of Budokai Tenkaichi 3(BT3) which we know is connected to Heroes because, its sister game Shin Budukai (SB) Janemba made appearances in Heroes. Here's the statement made by the narrator.

It states “Goku has only seen one small fraction of the possibilities in this world, the number of worlds is infinite, As long as people continue to love Dragon Ball”.

The narrator outright states the Multiverse is infinite using the kanjis “無限” which denotes infinity.

Fuu states he wants to explore all the possibilities, which as we previously established is indeed Infinite, since you cannot explore what does not exist, it implies those infinite possibilities already exists.

Fuu: “I need to explore all possibilities. You know, experimenting with it a little.

“But hopeless timelines are a little sad, don’t you think? You guys saw a lot of them”

This clarifies that history is referring to the Multiverse, and that infinite possibilities already exist as fully realized timelines.

Furthermore in a promotional Poster it also states that history is infinite.

Since there are a infinite amount of timelines, and each timeline encompasses 12-18 macrocosm as explained in Dragon Ball Super(DBS). There are 12-18 times more universes than Infinite amounts making the cosmology 12-18 times larger than a baseline infinite Multiverse or does it? Contrary to what our intuition might tell us, in the context of infinity, 18 is not a greater number than 1.

Let’s assume you have two sets of infinity including natural numbers ergo 1, 2, 3........ you can mathematically rearrange those numbers into pairs in a one to one correspondence, and if you do, the end result would still net you one set of infinity (Ties with conclusion A).

With more info in the form of Trunks, we know timelines are created from the smallest of changes as shown here. Trunks states “Many futures are created over the smallest of changes”. This means DBH also follows many world interpretation.

This is important because as established previously the multiverse is indeed branched off infinitely in all direction, however with the added piece of evidence, we can say that the already infinite Multiverse containing infinite amounts of timelines are growing to their own infinite set of timelines thus, Many Worlds Interpretation.

Now you might be asking why does it matter that DBH also follows many worlds interpretation, didn’t you previously establish that no matter how much sets of infinity you may have, the net result is always 1? Yes however now there’s a different concept in play, “uncountably infinite”.

Uncountably infinite denotes infinites sets of infinity represented by the entirety of Real numbers, previously what we had was “countably infinite” which has one or more sets of infinite natural numbers, which however long it might take, you can still reach the end. The same cannot be said about uncountably infinite, it includes every fractional value between the gaps of a single natural value.

Here’s an example, given the value 1 and 2, upon a countably infinite set, these two value sit next to each other, however a uncountably infinite set, there sits another countably infinite set between the gaps. 1.1, 1.11,1.111,1.111 etc...... these increasingly small value can expand up to infinity, thus creating an infinite set of infinity.

Conclusion A: The Cosmology of DBH is indeed infinite, as supported by many trustworthy characters, and posters.

Conclusion B: The Multiverse contain Infinite sets of infinite timelines, thus creating a uncountably infinite amount of timelines, making the cosmology 5D.

Conclusion B seems more likely given what we have.

Section B, Characters who scale, and why!

Now some people might be thinking “So what if their Cosmology is infinite, it doesn’t matter if they don’t scale to the cosmology” well many characters do scale!

Now that we’ve established that the cosmology of this said verse is infinite Multiversal, we can get on to the scaling portion of this thread.

Demigra in Xenoverse 1 plans to eradicate the entire multiverse, and recreate it in his image as shown here.

Later we see Demigra actually succeeded in destroying the Multiverse as shown here. the time scroll that represents the Multiverse was empty, signifying that the multiverse was destroyed. This also shows Future Warrior can survive the Multiverse exploding on him, and that he can move in a void of nothingness.

After the multiverse was reset by Toki-Toki, Demigra attempts to destroy the Multiverse again, well this time this happened. Yep a Base Goku managed to nullify an attack that was meant to destroy the Infinite Multiverse! That should firmly put Goku’s attack potency at infinite Multiversal!

After this incident, the fight resumed in the Crack of Time(CoT). The CoT is a place where time does not exist, and the infinite timelines are represented by crystallized constructs. By the end of the fight, the CoT was gonna collapse in on itself; the result of the Demigra fighting Goku and Future Warrior(FT).

There are four options to this feat depending on the cosmology.

-Option 1: this would place them at Infinite Multiversal, as the CoT would collaspe due to their clash.

-Option 2: Because the multiverse is built upon an infinitely ever-expanding set of multiverses, destroying a structure that contain them all would result in 5D Low Complex Multiversal

-Option 3: this would place them at 5D Low Complex Multiversal. Since some theories suggest that a realm in which there are infinite amount of 4D space is considered a 5D plane.

-Option 4: Due to the Crack of Time containing the Multiverse but is not directly tied to said Multiverse; The Crack of Time can be argued as a higher dimension in comparison, thus resulting in 6D or Complex Multiversal Levels of destructive capability

I believe option 2 is the best conservative route as not to high ball or low ball them.

The scaling chain that exist for Xenoverse 1 is tame.

Now that we have concluded that characters who scale to Demigra will scale to the cosmology in Xenoverse 1, we’ll take a look at whats new, or whats further backed up in Xenoverse 2.

There's nothing much Xenoverse 2 brings up in terms of a massive jump in power, however we get more statements to back up feats performed in Xenoverse 1.

Demigra transcends the DBH narrative, and reach a dimension known as real world, or also refer to as “Beats World”. This world has fully implied that DBH is a mere fiction to them, nothing more than just some stories and video games. This feat will be later described as [breaking the boundaries between dimensions]()

Here we see a demon god play DBH. To them its just a game on their 3DS. This is also backed up by the need of “Hero Cards” that the players need in order to interact with these characters, just how without some tool, higher and lower dimensional characters cannot interact with each other.

Section D, Speed

Characters in DBH/DBXV should have at least infinite possibly immeasurable speed because characters has been stated to be transcendent to the concept of time, outside the flow of time, and characters has been shown flying trough timelines in the case of Vegeta.
