The circuitry imparts the correct static charges to the hair so that it springs into the desired style when exposed to air.

Well, it wouldn’t be like Reed not to provide a back-up system, would it? I didn’t mention that each cowl comes with an implantable bio-electrically recharged hologram emitter that projects an identical head of hair if triggered by a sensor that registers EMP. This little chip in the back of the neck could emit a hair image 24/7, allowing the hero to actually be bald for simplicity’s sake. But secret identities would be in jeopardy if a significant other ran fingers through the ‘hair,’ so most heroes use it just as the back-up.
