"Getting outsmarted" in a real-life situation is totally non-transferable to chess ability. Modern-day chess engines play games that are near perfect. Presumably GlaDos is more powerful than Rybka or Komodo.
Daleks are gigantic jobbers, and I'm not sure how formidable they are without superweapons or time travel (usually both core to their MO). Nevertheless, they should rationally be too advanced.
Well we usually only see them placed up against the living embodiment of plot protection... of course they job alot.
