Copying Saitama is not enough we saw that.

In terms of Attack Potency yes Midora easily multiple star level but Saitama maybe multiple solar system level.

Shinobi is much more versatile and due to this it's stronger.

But I think Shinigami holds greater potential. For a Shinobi potential relies on dojutsu, senjutsu, bijuu or upper clan heritage.

Otherwise and average Shinobi not likely gonna reach to the top (there are some few expectations of course) . But Shinigamis are nigh-immortal and has decades even centuries to work on their skills .. Soo potential goes to Shinigami easily.
