It is essentially saying the realms are these spherical structures (like planets) that float around within the Garganta (like how planets float in space); however, they are not actual planets, as Garganta is not literal space.

For example, if I grab someone by the hand and drag them around, I am pulling their entire being while only being connected at the hand, but if someone points out that two hands are connecting that doesn’t mean we are both only hands. Essentially, all Toshiro’s statement means is that the Kyogoku is connected to two planets, it does not prove in any way that the Kyogoku is only dragging planets.
Its even further backed up as When Mayuri and Kisuke talk about the Kyogoku pulling Soul Society and World of the Living together, neither refer to them as planets. Burning to the ground is just a figurative speech about how you are going to completely destroy something. As for the shunsui scan referring to the soil Is our ground not part of the universe? Is inside of it isn't it? Don't all living organics go into the soils of this universe when we die? Regardless of what planet they are located? Shunsui referring to it as the soil doesn't change anything.
