cell was far above goku the whole time. he held back to make it a fun fight. we know this because senzus dont automatically zenkai you if your just tired. so when cell powered up to hit ssj2 gohan that was what he could truly do as pre super perfect.
then theres the super muscled cell which would also give him heightened defence
