IMO, Naruto has a lot of relatable characters each with their own unique and well-constructed stories, along with their fair share of character development.

Hinata Hyūga, Neji Hyūga, Shikamaru Nara, Minato Namikaze, Might Guy, Killer B, Ōnoki (during the alliance), Shino Aburame, Nagato.
One of the most inspiring characters in the series. Shippūden made me like him more.
The reanimation technique and the way he defeated it, in addition to the truth behind him, made me see him as a top quality character.
His hard work, passion, and constant struggle despite all that was in his path is amazing.
This guy, despite his heavily troubled past, knows when to laugh and when to get serious.
He was the first one I grew up with, and seems very much like one of those wise old men, despite the many wars that the leaf was embroiled in his time as Hokage.
Hashirama Senju, the man who began it all. I admire him mainly for his power and skill, and being an exemplary visionary for the shinobi world.
He trained Naruto, Minato, and the three Hidden Rain orphans. He met his end with great honor.
Minato also took after his hairstyle, albeit shorter :p
The main character himself. I'm sure I don't need to explain why I like this character in too much detail.
This is the most cunning man in the series, fooling everyone into thinking he was dead, concocting a plan to revive himself after his death, and even rejecting the reanimation technique's hold over him.
Once I heard his story, I felt so much pity for him and could sympathize with his sorrows and his reasons for his actions.
