During her days as Shogun she established and funded a secret 'dirty tricks' division. Nothing was off limits. One of their preferred tricks was to use low level telepaths to implant false memories of a crime into a victim and witnesses. This was often used to discredit opponents of the mutant regime.

Its purpose was to, in effect, be neutral ground where diplomacy could at least be attempted before direct confrontation between metahumans was inevitable.
In that regard it was a spectacular failure, but not a totally unexpected one, the metahuman leaders who rise up in this reality tend to do so far more often at the end of a blade or gun barrel than over words or negotiations.
