Powers
DNA Manipulation: Chris "The Catalyst" McClain has the unique ability to reforge DNA as he sees fit, being able to gift himself and others unique powers. He does this not through "some obscure super science mumbo jumbo" as he would say, but by "feeling it out". By handling another's DNA for some time he feels out what he would have to alter in order to gain the abilities of other mutants, change skin/eye colors, slow down or speed up his metabolism, etc. It is an imprecise ability, and memorizing the correct genetic sequence to mimic another person would be akin to memorizing the texture of a tree branch, and while Chris has a fantastic memory he often forgets the exact feeling of another's DNA and so does not /cannot memorize others' powers, with the exception of the archetypes of mutants he plans to "infect" the human race with.
"Infect" is actually a fitting term, as his powers work much like a virus, it marshaling the ribosomes, enzymes and much of the cellular machinery to replicate the mutant DNA he initially implants through simple touch.
How Viruses Infect Cells (For my own knowledge, and yours!)
The basic process of viral infection and virus replication occurs in 6 main steps.
- Adsorption - virus binds to the host cell.
- Penetration - virus injects its genome into host cell.
- Viral Genome Replication - viral genome replicates using the host's cellular machinery.
- Assembly - viral components and enzymes are produced and begin to assemble.
- Maturation - viral components assemble and viruses fully develop.
- Release - newly produced viruses are expelled from the host cell.

Background
Living life as a bartender Chris was always on the receiving end of a long story, and they almost always had sad endings. He lived and worked in the same part of town all his mutant friends did: the slums, and as a bartender he heard all their struggles, all of their plight. Universities rejected them, employers fired or refused to fire them, their landlords kicked them out, they were beaten at school, their homes and cars were vandalized. He'd heard it all, but none of it ever seemed real to him. Why? Because visibly, he wasn't a mutant, and his power had never manifested itself involuntarily. Then it finally got out that he was in fact a mutant, that he hung out with mutants outside of work and at school.
He was fired without severance. He was kicked out of his dorm. His scholarship was revoked. Everything started going wrong, so he joined the local mutant gangs and trawled around the neighborhood for muggles to, well, mug. He'd always been pretty fast and pretty strong, and he could adjust the bones and muscles in his body to a degree, but when he patrolled with the Midtown Mashers the full extent of his powers became known.
Mid-mugging one of his fellow gangsters was shot and all the rest bolted along with the shooter. Chris stayed behind to help his wounded buddy to a hospital. After carrying him there Chris started back home, weary and feeling queasy. He was still covered in the injured mutant's blood, and after a stomach turning hour long walk home he felt different. As he reached out to touch the motel's doorknob an arc of electricity scorched the door, setting it ablaze. He'd involuntarily inherited his buddy's power, and eye color, oddly enough.
He trained these powers, but soon found that gang life did not suit him. The fear in his victims' faces was too distressing, the risk of being shot too great. He wanted a way to return to his old life, wanted everybody to be the same so nobody would feel the sting of rejection for simply being born different, and after quite a bit of thinking, he figured it out.
If everyone's the same, everything'll be hunky dory. If he could change the opinions of those in power by bringing the "mutant problem" closer to them, life might actually change for everybody, and in a positive way at that. If it worked, mutants would finally be accepted, and if it didn't... Well hey, there's always bartending.
Jefferey Holmes
A boy capable of charging himself with electricity from the nearby area and unleashing it on others. He can also use his own body's electrical charge and amplify it to deal damage to his opponents, but this drains him of his stamina quickly. Has a chip on his shoulder against humankind.

Celvice Tsubame
An amateur Orochi formerly under the tutelage of The Shogun's ninja masters. She was sent to accompany Christopher McClain on his mission to convert the power players in Washington DC and their families, in order to change the USA's sentiment toward mutants. His mission was made redundant by the general shift in public opinion, and so Tsubame and McClain were recalled to Venezuela for training, she in the ninja arts and he in the art of deception. An unintended consequence of this? He lost his nerve as the possible consequences of his actions were made clear by the Shogun and her instructors. As a result? Cevlice was also left on the back-burner, and she has not let him live it down since.

Celvice is able to teleport a short distance, but she must leave a portion of herself wherever she wishes to teleport to. Her choice of teleportation medium is her hair, which she threads along the grips of her throwing knives and the shafts of her arrows.
Generally a no-nonsense kind of character, Celvice does find some humor in causing physical discomfort, and even pain. Slapstick is her favorite type of humor, but only if the slap is delivered sufficiently hard.
NPCs
Donovan Glost: Head of the HFF. He is a man of feigned fine tastes with a taste for the bombastic. He looks utterly unsuited to his part as the president of his foundation, but is quite good with words. Glost enjoys going on TV and arguing his points himself ever since Frank Ivanov lost his temper, and as such is functionally the face of the entire Humans First Foundation.
In reality...Donovan Glost is the head of the Milita, an anti-mutant/anti-meta terrorist group with a thirst for blood and chaos. They seek to incite chaos between mutants and humankind in order to eradicate the mutants. There is a religious bent to their mania, with the belief that humankind was created in God's own image, which means mutants must have come from some foreign source, such as the devil.
Mitchell Herric: Current head of the Dover City branch of the HFF. He is a much more grounded individual, and dresses for his part. He is the lead computer specialist for the HFF, and deals personally with their website, managing donations and fund disbursement for all chapters of the HFF.
Also works as the computer expert/hacker of the Militia, gathering information online, blackmailing others, and coming up with ways to launder or otherwise hide HFF funds so they can be redistributed to the Militia. Manages the Militia's online presence as well.
George Kelmer: News Anchor for Action 6 News. Does not truly believe in the cause he serves, but it pays well enough and helps keep his gambling problem under control.
Kate Connely: Former anchor for Action 6 News, she left 3 years ago when her life was saved by a young @sentinel_hawk. Her opinions on meta-humans sufficiently changed by personal experience, she left to work for Jurassic World. She has since returned to Dover City to work as a reporter at the Daily Dove, a local paper for the city of Dover.
Linda Fox: Co-anchor and true believer in metahuman/human segregation, she is the more enthusiastic anchor of the two. She often chimes in with anecdotes or concerns that highlight the potential dangers of having unregistered mutants about. Would like a public registry of mutants enacted so the public can know who they are dealing with at any given time. Often smiles though her teeth rather than with them.
