I'd pay to play, usually pay to play MMOs are higher quality and have more frequent and quality updates. What you're paying for is the constant upkeep of the game servers and updating and adding to the game itself.
The worrying thing is that I've heard that the game will incorporate both pay to play AND micro-transactions. I'm NOT a bit fan of micro-transactions and couldn't see them working in a DCU mmo alongside pay to play. Would they seriously charge us for minor updates while we're paying subscriptions? I hope not.
If it is pay to play my expectations on what the game should be like would be high, but from what I've read and seen the game looks to be living up to my expectations. I think this will still be a "wait and see" scenario just to see if it looks to be worth it.
