Where his uniform goes - writers have never dealt with it properly - in the old Doom Patrol in the 60s, he told Cliff that his uniform doesn't go anywhere, his body emanates some sort of photon illusion that makes his uniform the same colour as his skin/feathers/fur - which is just dumb.  I can look up the issue number if you want it. 
 
Titans 17 - Wally says his super speed vision lets him see where Gar's uniform goes when he changes.  Wally: "change the subject or I'm spilling the secret."   
 
I think the answer is that the writers haven't figured that out yet. 
 
But on the DC boards we did figure out that Gar has latent telepathic powers b/c he can use the Mento helmet, and not everyone is able to.  This means that probably when he changes form, even if he is a housefly or something with no vocal cords, he appears to talk to people around them bc he is instinctively/unconsciously talking to them telepathically.  To them, it just appears that he is somehow talking normally.

I liked the books in the 80s when Swamp Thing and Constantine were operating in the DCU.  There were some interesting cameos that came of that, and a few amazing story arcs.  But from what you're saying I realize that the 'new' DC is not like the old DC in that this could be a gimmick.  It wouldn't mean that Swamp Thing would get a great writer and artist who could do what they wanted.  It would mean Swamp Thing would have to hang out with capes in the next crossover?  I don't understand the  mentality that has been driving these decisions, especially with the Titans over the past 6-8 years.  The handling of that team, particularly, has been beyond abysmal.

Terra 1 could manipulate earth and is classified as a geomorph or geokinetic.   Terra 1 was designated as an elemental protector of the planet and was destined to become one of the New Guardians but died before she could achieve this.  If she had achieved this, her powers would have turned her into a super-being - likely an earth deity.  Her children, had they been born, would have become a race of immortals.  Terra 2 demonstrated the same powers as Terra 1.  She also had gravity shifting powers like her brother which she used while out in space on a mission with the Darkstars.  
 
Both were tremendously powerful.  Neither Terra 1 or 2 could fly but could move themselves through the air on lumps of rock.  The third Terra has been listed as more powerful than either, but this is debatable because we never saw the full range of Terra 1 and 2's powers.   In one alternate continuity in the DCU (Earth 33) Tara Markov appears as an earth mage.
 
One last thing - her brother Geo-Force definitely has the ability to revive himself from the dead through contact with earth.  Whether or not his sister had the same ability, and whether Terra 1 and 2 were the same person is unknown, although current 2008 retcons say they were different.
