I personally loved and enjoyed the series, but there were some very glaring problems with it fundamentally.

The series was underhyped: Poor advertising and support, as you pointed out. This should've had huge commercial coverage considering it's a solo book about a very popular african american female superhero. Which doesn't happen often. It was clear Marvel had very little faith in it.

The series was inconsequential: Whether this was due to Pak or the X-office is anyone's guess. The fact is, the series had no impact at all within the MU or the X-men series. It was tied to one event with the Death of Wolverine and even this was completely inconsequential to the arc itself. The issue that tied into the event was a good read, but after reading the Death of Wolverine, and knowing he completely ignored her in his final moments, made the whole issue with her being so upset less impactful.

Storm is poorly handled just about everywhere: She had no significant role or impact in the Wolverine and the X-men cartoon, she was completely mis-characterized in the X-men Anime, and she barely had a single line, let alone screen time, in the Days of Future Past movie. She's also been poorly mis-characterized by a crap ton of writers over the past decade. They have done very little to ignite interest in the character or further her development,

The art was terrible three issues into the series, and throughout a significant part of her run. While this was clearly a problem with inking, this doesn't change how the end result turned out. The art was downright ghastly in many issues and it only did more to ruin any momentum the book was building at that point. It also made it seems like Marvel really didn't care about the series at all. Victor Ibanez did a terrific job with his issues though.

Alot of potential was wasted: Pak chose to focus on characters that really weren't interesting anymore. Calisto and the morlockes(which was used in two of her failed miniseries already) was a very poor choice for a second issue and the series was filled with D-list villains that no one cared about. If he couldn't use any of the big named characters, then I think new ones should've been made for the book instead. I also thought it was a horrible idea to ignore her family and completely rewrite her history as a goddess in Kenya.

Too many X-men: Where there's too many X-men, it becomes just another X-men book. Even worse, an X-men book that is completely inconsequential to the others. I know Storm was the Headmistress and leader of the X-men at the time, but Pak should've found some way to separate her from those characters and focus on something different. People picking up a Storm book want to read about Storm, not the other X-men.

The series had no overarching plot: One note stories are good for a few issues, but not for an entire run. There needs to be some overall plot to keep people interested and wanting to come back for more. It was nice to see how all of it tied together in the last issue, but that's not how you build an overarching plot or interest in a series.

These were the primary reasons that I'm sure it failed, and it isn't so surprising that it failed when you take all of these points into consideration.

This focused only on the negatives. I loved the book and thought it was a great series that developed the character really well after being at the mercy of so many poor writers over the years.

This is different because aside from telepathy, Jean is primarily known for telekinesis, but visions of the future are a bit more rare for her.

Jean actually had visions of the future in X2. Toward the beginning of the film, she foresaw several future events when they were at the museum and her powers were going out of control. We can hear audio from several different scenes that occur later in the movie. It's a bit subtle but it's definitely there.
