It comes down to who attacks first

Round 1: Azula
Round 2: Roy since he knows about Azule and she doesn't know about him so he will go for kill knowing otherwise he would die
Round 3: Azula. being in character means she will attack first. first to attack will win. the comet amp isnt necessary
Round 4: Azula. unless Roy not only knows Azula killed hughes but also knows of her power.

Also I agree with @theamazingspidey on Matt Ryan (I think that the Constantine TV series was criminally underrated), but I heard that there was a JLD movie planned in the future for the DCEU so there's hope for that.
