Wolf never got statued , he hit him with axe which Clark tanked but he still hit him, also Superman did not have amp in JL, so no reason for us not to use BvS as well.

It's a relative term. Superman casually statued Wolf's first attack with a smile on his face. You don't think he did, I do. This won't change.

We see Arthur doesn't make any physical adjustments or even acknowledge the fact that Flash is about to run into him. We do however, see Doctor Strange place his palm on Spider-Man's chest in the gif you posted. Why didn't Spider-Man use his light speed reaction to dodge?
In this very post you show Spider-Man getting tagged by Doctor Strange. Every main villain melee character any of the Spider-Men have fought have tagged them. Every single one and they weren't moving light speed in order to do it.
Same is with Superman, from Zod/Faora/ Namek, to DD and Wolf, each bullet fired at him also tagged him, at least Strange has his own good feats now to back it up, like moving at fast speed while world was frozen when Peter was in astral form.

Correct me if I'm wrong, but Wolf didn't touch him, not once. Wolf got statued and ragdolled. Then statued again when Superman tanked his axe. In his most recent showing he used his speed much more consistently than in any other film. I think you're purposely overlooking the context here by bringing up MOS, and JL.

Statue is a term used to describe the significant difference in speed between two characters. Arthur is described as a statue since we see his motion toward the ground significantly slow down and he doesn't dodge or is unable to perceive Flash as Superman does.

What speed? Superman is slower than Spider trio , lightning moved faster than him in Flash scene while all Spiders can move as fast as it, and Thanos can tag Spiders without IG:

And we know he was not holding back either as this was bullrush from Flash. Tagging Clark would be even easier than doing that to faster Spidey who has precog , unlike Spidey Clark actually gets tagged all the time, each bullet tagged him.
