Yeah IT is very cool trick, but with Cell's reflexes he won't get a chance to use it.  Plus he won't be able to get close enough without getting one shotted
 
I know it hurts man but face facts, Cell loses and badly.  Don't worry though, Like I said there is no shame to losing to someone vastly superior to you
