You doing what writers do make a story to fit the situation but looking at both silver surfer and prime, silver surfer would win. I could finish your story an make the out come anyway you like and honestly, silver surfer power is way more then Prime superman since he doesnt require solar energy of any kind.

Also surfer doesnt need the other heralds, doesnt need prime weakness to hurt him.
