If you operate under the assumption that Goku was utilizing God Ki in his fight with Trunks, which I don't, then we can assume he's extremely powerful. Regardless, he should still be above BoG characters:

Goku - "It is Unbelievable that you reached such a level of power on your own. I'm surprised." in 13 years despite himself reaching nearly kid buu level in 7 years on his own.
Beerus - "This boy is also quite impressive" despite calling EVERYTHING below SS3 goku BoG trash. He also called BoG SS3 goku & Rageta impressive.
Kid Trunks - "They are amazing!! What? Goku is being pushed back? Unbelievable" despite being unable to push BASE vegeta back as gotenks.
I think it's safe to assume that even without the God Ki infused power ups, both Goku and Vegeta became exponentially more powerful post BoG & Universe 6 arc. Training under Whis not only allowed them to reach God Ki, it also gave them a base-line power boost.
Since we don't have an accurate methodology for calibrating the strength of everyone in Super, I'm inclined to agree that his base form is above SSJ3 BoG Goku/Rageta, however unlikely that may seem. Quotes and feats truly are our best friend here...

Not at the very least. He called fight with Dabura and Babidi intense. Majin Vegeta would wtfstomp them. Trunks is somewhere between Gohan ( vs Dabura ) and Majin Vegeta lvl.
We're not sure when that fight took place. We know that Trunks has been fighting Black for over a year, but since the timeline suffered from numerous irregularities, we can't accurately assess how long it was before Babidi came to Earth. For all we know, he could've arrived shortly after he vanquished Cell in his timeline.
