Who are the fastest characters as far as reactions and speed go

All speed feats and scaling allowed

Also identify/label their speed (Lightspeed, lightning speed, faster than light etc)

Examples could include Baryon naruto, isshiki, jigen, minato, sasuke, kakashi, kaguya, etc

Sanji > Naruto'

After the recent speed feat, and even before the raid suit, they were FTL. Base Luffy could react, and dodge light beams which would scale to combat speed, and SG should be a 5x multiplier. Sanji is faster than SG Luffy by a long shot, after his awakening.

Naruto's feat wasn't that impressive, and it doesn't even scale to combat or travel speed, just reaction.

Sanji is faster than Naruto (EOS) in speed.

Are you referring to Naruto dodging the Gale beam thing from madara
