Superman's punches in DCEU couldn't dent Batman's armour, Luffy, who is mostly invulnerable to non-Haki coated attacks would have no trouble being a human punching bag for a few hours. And yeah, while Superman's punches could level buildings, Luffy's strongest punch could lift a city off from bedrock, that's when he was tired and weakened tremendously.
I'd say villains. Despite some being weaker than others (Vergo, who'd get one shot by Batman), some of the more dangerous ones like Yhwach, who could rewrite the future, Gremmy, who could imagine all JL dead or Aizen who could make them all kill each other, I'd say the odds are stacked against JL.
Doflamingo. Can't judge on Whitebeard's "son", but Doflamingo is the strongest Warlord by miles. He can easily decapitate the enemy team, control them to fight each other, fly above and pick off Sanji and Smoker who can fly but were stated to be weaker then take on Zoro and Jimbe above, or use White Out and blanket them in strings. Either way, Doflamingo wins.

In Steven Universe, the Cluster was ready to tear the world apart. And in the same universe, I'm sure if Lapis Lazuli can control all of Earth's waters, she could control it to slowly crush the planet in an instant, especially with a fully repaired Gem. And Malachite's stronger than Lapis, so she'd do it too especially if she's quoted to be a danger to the planet. And if Alexandrite could marginally beat Malachite, I'm sure she could too.
