I went for a more simple design. This guy (Willy Burns) is a down-on-his-luck kinda hero who doesn't fit into the world he came from. He was a soldier and then came back and had a hard time adjusting to his new life. A prof convinces him that he would be a great candidate for some nuclear tests he wants to run(seemed legit at the time). So he participates and there's an explosion, Willy is transformed but the prof dies in the explosion. Now, as Atomic Thunderbolt, Willy is a new man, but he's just not sure how to use his extraordinary powers to follow the vision of the deceased professor whose experiment gave Willy his powers.
In the wikia on this character the professor wanted to end the threat of nuclear annihilation by making people able to survive nuclear war. As stated, the prof dies in the process of changing Willy Burns into a super-powered hero. Moved by the profs sacrifice (for SCIENCE!), Willy says he would keep the profs dream alive, and save humanity from themselves with his new found abilities.
My idea came from the question of 'how does a nuclear man save the world from nuclear annihilation?' The angle being about having this guy around during a cold war era and facing those questions of having more bombs or disarmament. Also responsible for my idea: too much 'The Americans' and not enough coffee this morning. LOL
