Booster and Blue Beetle are the best friends beyond what the term has been used thus far. Beetle and Booster did one scam after another trying to make a buck. Booster even accidentally sent them to Hell by playing around with a statue in Dr.Fate's room. So these two literally went through Hell and Back. When Beetle died Booster traveled time to avenge his friend.

Dum Dum and Nick Fury have been with each other since WWII with Dugan serving under Nick. The two joined SHIELD together and became the top men.

Luke Cage and Iron Fist. The two were known as those crappy heroes from the 70's that both became better over time. Luke is Blaxploitation movie and Iron Fist was a Kung-Fu movie but the two work and continue to work to this day with both of them getting shows on Netflix.

Captain America and Bucky have spent time together as BFF's since World War II. Cap went through a lot to find Bucky. Not to mention three movies where Cap did everything to save Bucky. They are not higher because of the shady stuff Bucky did during World War II like spying on Cap.
