All of this is debating around the fact that Apoc's mods clearly showed a difference in Hulk's power in battle. Jobbernaut might suck but to his credit, he kept pushing Hulk back until he started generating the energy all around his body, and when that happened Apoc, who was watching the fight, directly referred the power of the Celestials, Celestial might, in the following panels.
If Hulk did not experience a power boost, then he wouldn't have stopped a charging Juggernaut in the first place. Even Green Scar admits that Juggernaut can't be stopped.
