They are game characters so it's hard to say...

However, Tabuu knocked out all the Brawl cast with a energy wave, and Desperado Chaos is the most broken character in any fighting game ever... and considering that the normal Chaos already is the master of the strongest villains Final Fantasy has to offer, then this form is powerful as hell

Kefka is incredibly powerful when it comes to magic, he could own Superman easly if he has time to cast anything, and Fierce Deity Link is a beast...
