This deserves a bump... a lot of one word answers, but little reason.
Tiamut has been compared to the power of The Fulcrum, who as their creator is above all celestials, including Scathan.
However, if we look at the quote, Fulcrum states that Tiamut has proven that he has attained "a power equal to my own", which does not mean that Tiamut is the equal to him in all aspects, but only in a particular aspect. The jury is still out on whether this aspect speaks of the power of the Fulcrum, or just Tiamut's ability to exercise his own free will.
Scathan has of course helped defeated Protege, a being able to replicate the powers of the Living Tribunal, simply by disapproving of its actions. This merits Scathan an incredible amount of power and a high ranking on Marvel's cosmic hierarchy.
However, the exact powers that Scathan used to defeat Protege are quite vague, at least on panel. Scathan simply muzzled Protege, and at one point held the boy still, however the panel also states that the LT was also subduing his powers (with the aid of the Amulet of the Ancient One). So, it is hard to determine just how much of the Protege's defeat was down to the power of Scathan.
All things considered, I will give this to Tiamut. We must not forget that Scathan is still a celestial, a servant of the Fulcrum, whereas the Fulcrum itself said that Tiamut has transcended the level of a celestial. But it is very difficult to call!
