Ra's is physically and mentally on par with Batman. He respects the Detective as he sees him as an equal and wanted him to be his successor.

Scarecrow's theme of fear go so well against Batman. If Scarecrow weren't so under-utilised he might have placed higher.

Hush is one of Batman's more personal villains as he's Bruce's childhood friend and has made his face look like him.

Black Mask is another one of Bruce's childhood friend. However what makes Black Mask interesting isn't that, he’s a narcissistic, intimidating psychopath crime lord with anger issues who gets what he wants.

Penguin is one of Batman's oldest villains. What's great about him is how well connected he is to the rest of the Batman villains and how his wealth and influence mirrors what a dark Bruce Wayne would be.

Deathstroke is one of the deadliest mercenaries in DC. While not primarily a Teen Titans villain over the years he's been one for Batman as well. They make a good foil because he's everything Batman's not: apathetic, ruthless, kills and gets paid doing so.
