While it isn't a 100% reliable source to show how powerful someone is, it is a highly relevant factor to take into consideration. Just look at Luffy's bounty progression, the price on his head increased after every defeat of a major villain. Luffy's bounty increases in conjunction with how powerful he gets chapter by chapter.
No, it got higher the more he pissed off the government. Something Luffy does a lot.
Why do people use bounty numbers for power? I can at least understand using power levels but money is nowhere close to a factor of showing how powerful someone is.
Even though fire beats ice, this all comes down to haki in the end and beginning of this fight. Kuzan's speed and use of haki is superior to Ace's speed and haki usage.
Why would Fire beat Ice? Kuzan clearly didn't have a problem with Lava against Akainu.
