Yes but there are Batman villains who haven't been used yet who could be promoted to be main villain/minor boss and raise their value/exposure in the comics, Court of Owls for example have a very interesting concept about a secret society who have power over Gotham also any crime boss could play their hand in the new Gotham after Knight and villains like Merrymaker and Leviathan do have connections to Joker and the LoA . Plus this is just hypothetical, I think there is lots they could still do with the Bat mythos even with whta happen already.

I actually wouldn't of mind Justice League being formed after Dark Knight Rises.

Why can't they appear in the same universe? Some of them could easily be inspired to be Gotham's next top hero after the end of Knight and fight villains who haven't been used yet and have a connection to some of the past villains and maybe the Cloudburst thing in Knight. Why create a new universe when you can just reconnect some dots in order to fit the story in Arkhamverse, (inspired by Batman Beyond) Amanda Waller creates Damien instead of Terry after Knight, Luke finds Batman's gadgets locked up in some storage in Wayne Ent., Stephanie wants to stop her father from the filling the crime lord void after the villains lost their power in Knight.

Even though its been said that Knight would be the last game, I still think there is lots to do with unused characters and storylines to draw inspiration from.

Is there any way you would continue the Arkham series?

No, I think its because most of their stories are not very interesting or not very original.
