I would say it's a crackdown considering two people were banned over it and this thread reads as if a mod's argument was unable to reverse that.

There are rules in the forums that can be almost entirely up to a mod's discretion on enforcement but when staff points out to specific rules and ensures enforcement of them and there are tangible consequences right away, sure does seem like a crackdown.
