Theory

Momoshiki purposely loose to Naruto and Sasuke, and he intends to let himself die at the hands of Boruto. When the ninjas cornered Momoshiki, he looked at Boruto with his byakugan and was interested in what he saw in Boruto.

Before Boruto kills him, he uses his time-stop manipulation hax and talks to Boruto about how he saw Boruto's destiny. According to him, Boruto "strongly inherited the power of the Otsutsuki," which perhaps pertains to the Jougan. That's why he let himself die at the hand of Boruto to implant the Karma and resurrect Boruto's body.

Conclusion

Momoshiki was op via statement and feats. He could have easily defeated the ninjas if he wanted to. He was known to have consumed several chakra fruits from different planets than Kaguya, who only consumed one. Kaguya feared her because she knew what Momoshiki and Kinshiki had been doing and how strong they were. Momoshiki saw the future; that's why he left things as they should be, so we cannot say Momoshiki is weak due to his showing. Maybe it is part of his plan and letting things go as he saw the future.

Momoshikis AP(Physicals) showings were purposely weakened by himself to act weak because he intended to lose to the ninjas. Also, he set the ninjas to be immobilized so that Boruto could fight and finally let himself die in Boruto's hand to implant Karma.

1. The whole fight between Naruto and Delta, they were holding back because both sides wanted Kawaki to live for the very least and Naruto wanted the kids to not be caught in the blast. How? Just look at the lava Rasenshuriken that was thrown to Delta, it did not expand like before. That attack has a large country DC yet the Konoha wasn't destroyed.
2. Code considered Boro to be stronger than Delta because of Boro's hax which is the virus. Once you battle with Boro without knowledge and without some sort of Sarada's Sharingan eye that can see at a microscopic level, Kawaki's intel of Boro having a core, and Mitsuki's special body for antibodies to neg the hax virus then you are good as dead. It doesn't mean if Boro is stronger than Delta then Boro is stronger in all terms.

3. How is Adult SPSM Naruto FTL+

Naruto isn't just FTL+ in reaction speed lol he is in combat speed too. You guys remember while fighting delta when naruto was walking towards her, delta point-blank uses her light beam on naruto

But even before this beam hits naruto which was fired at a very close distance, he creates a Rasengan and attacks Delta

And here you can clearly see Naruto reaches Himawari before the beam. By these proofs we can say that his movement/combat speed is also FTL+ same as his reactions

You wanna know why the Jubi is the worst-case scenario?

The presence of the Jubi itself is dangerous, why? It can go on a rampage and destroys multiple countries in an instant. The Jubii cannot be killed by its own Jubii bomb. The Jubii can create more casualties compared to Code. The shinobis have prior knowledge about the Jubii as how powerful it can get and what damage it can do even if it is on a long distance. The Jubii also is going to create a Shinju tree that once it is activated humanity is done. Even Naruto at the war arc who has 50%Kurama and with thousands of shinobis failed to completely restrain the Jubii and failed to prevent it from creating casualties in different multiple countries. This is why Naruto stated that it is the worst-case scenario for them because Naruto knows it is a hard job and they don't have Kurama anymore.

It tanks its own 4 Jubi bombs(multi-continental to moon level DC) which Naruto himself at this point doesn't have Kurama to match or surpass that damage, though Jubi is still unkillable but restrainable.

As far as they know about Code and as well as we readers Code

Code wants first to kill those who killed his beloved Ishikki. Code is their top priority at the moment because he needs Boruto to feed the Jubi and will avenge Ishikkis's death. Code with limiters is >= Delta who matched SPSM Naruto with 100% Kurama physically. Code without limiters is said to be stronger than Jigen who mid diff SPSM Naruto and Sasuke at their peak. As far as the shinobi are concerned about Code and Jubii, at the moment, Code is more dangerous because he is not restrained and can move freely.

Code without knowing that Kurama died and Sasuke lost rinnegan is confident to say he can high diff Naruto and Sasuke at peak.

^ At this point, he didn't know what happened to Naruto and Sasuke but was still confident to say he can high diff both at their peak.

This means Code with limiters can high diff both Naruto and Sasuke at peak. The duo got mid diff by Jigen himself and Code without limiters can probably low diff the duo at peak.

It means the durability of these TSB's is Multi Continental to Moon level.

So how can these feats equate to their physical strength?

Its start with Shinju Tree, Naruto, Judaraa, and Sasuke.

Below is Madara who tanked the attack of 8 Gates Guy and did not die, ALSO destroyed the TSB Shield that tanked a multi-continental to moon level Jubi Bomb. It means the attack of 8 Gates Guy was moon level at max here, take note that this was his physicals.

The next attack of Guy is his strongest attack which damages half of Jubidaraa's body proving that it needs more than moon level attack to severely damage Jubidaraa by physical means. See in below

You need a moon level plus attack or a small planet attack AP by means of physically damaging Jubidaraa severely.

Naruto easily cut the Shinju Tree who's size is a large country

Again there is the Earth's curvature proving how big this tree is.

Naruto easily cut this tree in an instant so it means the Lava Rasenshuriken's AP is greater than that of large country level. Guess what Jubidaraa while still not fully recovered from Guys final attack tanked this lava rasenshuriken.

He didn't even mind it to the point he changes his attention to the voice of Shinju Tree.

Proving that Large Country level attacks won't damage Full Health Jubidaraa, his durability reaches small planet level.

EOS Naruto and Sasuke

This attack should be a small planet in AP as he powerfully sliced Jubidaraa combined with light speed to slice him and he was severely damaged Jubidaraa. This is Healthy Jubidaraa after absorbing the shinju tree and Jubidraa before absorbing the tree tanked an attack, whilst still recovering, that is stronger than the large country DC which is the Lava Rasenshuriken.

This is Sasuke after gaining his Six Path Chakra and Rinnegan. Their Strength and Power drastically rise up to level Jubidaraa.

Naruto S06P Clones matching Madara's Limbo proves that S06P Clones of Naruto are very strong and have small planetary AP physically. Naruto and Sasuke at this point are small planetary in AP and durability.

The size of Bijuus are dwarfing multiple trees and we all know trees in Naruto are bigger than in real life and no one can deny this.

Also, we all know there are inconsistencies in the manga panel but obviously, Kishimoto wants us to think that Bijuus are undoubtedly mountain like creatures.

And don't even go to "Mountains in Naruto are small mountains" if you thought of this idea then you clearly not a fan of Naruto since if you are really watching and reading Naruto then you should know mountains there are big.

Hachibi's Large Destruction Twirl

Large trees from roots to its tip are bugs to Hachibi.

Another showing proves that Hachibi dwarfs these trees, 8 others like him dwarf as well.

To put into perspective look at below

Take note: this is a low ball as these are real-life trees that are smaller than Naruto's trees. Hachibi's twirl is bigger than what is shown in the up.

So basically Hachibi's Twirl is so big that Hachibi may fit in that crater several hundreds of times. Large island because it is spanning wide as a large island.

Normal TBB Sizes

Obviously, there are larger mountains that are bigger than Bijuus.

Normal TBBs are Large Island size. This TBB is from 100% 5 Bijuus wherein a very weak form can produce TBB that is similar to Forest of Death which has 20km in diameter

20km wide is already a Multi-Mountain Range

So a 100% of Bijuu's TBB is actually a Large Island indisputably.

5 Bijuus vs 50% Kurama's TBB

This feat is actually slightly bigger than all those 5 TBB combined together making this feat Multi Large Island.

Kurama and Hachibi Super TBB

This feat is undoubtedly a small countrywide to average country size. Below is another showing of this feat

The Explosion created a big crater to form big mountains as the shockwave formed it. This feat is a small country-sized DC.

As you can see it clearly dwarfs mountains.

1st Form Juubi size relative to Kyubi and Hachibi

They are tiny compared to Juubi's first form.

Abilities:

I took several elements and infos from different threads and posts that I was able to find out regarding Bijuudama & Juubidama, so I copied (and/or edited) 'em. Have a good read!

Let's start form the basic:

• Bijuu size ----> The size of a Bijuu depends on the quantity of chakra it has or it is using (as demostrated by Minato and Juubito).

A Bijuu with its chakra at 100% is as big as a small mountain (tails included).

In this case Hachibi' size, who is at 100% of his chakra, is around large hill/small mountain aswell.

Here's the size of Hachibi compared with the AoE of his Hachimaki Bijuu a.k.a Eight Twists:

as you can see Hachibi looks like an ant compared with the crater he made, who is a solid mountain to large mountain wide.

• common Bijuudama's AoE ---> the AoE of a common Bijuudama (not Kurama) is slightly bigger than the crater made by the Eight Twists. We are still in the mountain - large mountain area.
  
• Combo Bijuudama and its AoE --->as you can clearly see below the 5 Bijuudama dropped by the Bijuu have affected an area enough large to be considered a large island. You can notice how many mountains and mountain ranges the red-delimited area contains.
  The Combo Bijuudama's explosion would fit the large island red-delimited area. Pretty easy to understand. . .

I'm sure you've noticed that, around the AoE of those 5 Bijuudama and Eight Twists there are even bigger mountains. That's right, since in the world there are mountains with different height (u don't say). You can freely compare 'em with the craters left by those Bijuudama who were already solid mountain to large mountain wide.

• Bee/Naruto Combo Bijuudama and even more evidences ---> if you are still trying to deny what on-panel feats shows the watch this:

Look at the peninsula ^ it is covered by mountain ranges and forests.

Meanwhile the AoE of the Combined Bijuudama, that would completely cover it. That's right. . . 'cause there are even bigger mountain ranges and mountains in the Naruto world. You can see how big some (the closest to the explosion) of 'em are.

• 2nd Incomplete Juubi's Juubidama ---> and here we have a casual Juubidama.

I have delimited the area of the 5 Bijuudama previously dropped by the Bijuu, who is a large island sized area ^

The mountain ranges of that area are now basically impossible to see, however the peninsula gives you a hint about it. Meanwhile you can clealry see how massive the mountain ranges around the Juubi crater and around the Juubidama's explosion are. Not even comparable with the 5 Bijuudama's AoE.

The Distance ---> another important factor you have to take into consideration is the distance perception.In fact the Juubidama would look way bigger if it was closer to out point of view. . . this may be kindergarten stuff but you don't even know how many users do not take the distance perception into consideration. . .

The size of the Juubi ---> pretty sure that some fools will try to downplay the crater left by Naruto/Bee Bijuudama by saying that you can see the Juubi. . . let alone that Juubi is already way bigger than any other Bijuu at 100%. . . this is called off-panel picture, happens all the time in manga. It is used by the artist in order to help the readers to understand where an attack was fired (this case) or else.

The Shape ---> It would have been much more destructive if it was used as a Laser or a Sphere (classic Juubi-dama). I don't know why Kishimoto choose to give it a cone form...in fact a huge portion of its energy output was fired in the sky. Also Anorexic Juubi was able to spam them around the globe.

MY TWO CENTS ---> with everything considered. . . we are talking about a Large Country to Multi-Country, considering the Juubi can also spam 'em apparently without efforts or signs of losing energy.

• KN6 Naruto & Bijuudama ---> many people still dont' know that Naruto's Bjuudama was a solid mountain level since his KN6 Form, Pains' Assault (Arc).

Since a single one has a radius enough large to cover the whole Forest of Death (10km radius), dwarf the Hokage Mountain and towering on the crater left by Deva' Shinra Tensei.

• The height of the Konoha walls ---> Let's take a look at the size of the Konoha walls thanks to multiple panels.

Around 100m. above the height of the Statue of Liberty.

Here you can see the size of the Bijuudama explosion created by KN6 Naruto --->

The height of that explosion is, at least, x10 the height of Konoha walls. . . in other words 1,000m.

Keep in mind this version of Naruto is weaker than 50% Full 9 Tails Kurama. . . by a huge margin.

. . . and we know how far the Complete Kurama's power can go. . .

The anime helps us to understand how many Bijuudama Kurama was firing. . . and in how much time --->

• What the 1st Form Juubi was capable of ---> besides overpowering the Bijuudama Barrage of Hachibi and Kurama a casual Bijuudama Laser (it's a variant. Bijuu shown to be able to fire their chakra nukes is different ways like sphere, cone and laser-like beams) was able to do this amount of damage:

Just like with the multiple Bijuudama Barrage posted above. . . . we can't see the full extent of that Laser and its DC, consider also that Juubi was in the middle of the crater caused by a previous charged Bijuudama far from the mountains. And once again the anime comes to help.

In the anime there was also a huge explosion that succeeded the Laser, but i won't take it into consideration.

We can also see how intimidating and huge the chakra of the 1st Form of Juubi was compared with Kurama's one.

• 3rd Form Juubi and his Juubidama. . . an incredible boost of power ---> The last form Juubi took during the 4th Shinobi War. In this form his power got a huge boost again, creating these massive Juubidamas.

That Juubidama is enough big to be comparable to Juubi'd body (bigger than his previous 2nd Incomplete form) and dwarfs Hachibi (distance perception again. In this panel Hachibi is far from the Juubidama).

Minato then BFR'd it in the middle of the ocean, however, the shockwave of that explosion reached the battlefield. Obvioulsy the result of that explosion is massively above the ones dropped by 2nd Incomplete Juubi previously. . .but how much?

I'll do a simple ABC logic here --->

This is the size of a normal Juubidama (cone) who caused that massive explosion above, around multi-country. We all know that the bigger is the Tailed Beast Bomb, the bigger will be its AoE, DC etc.

^ The size of a still-not-complete Juubidama by Steroid Juubi and a normal Juubidama (cone) by Anorexic Juubi. The difference of the amount of energy is impressive.

A complete Juubidama by Steroid Juubi can contain at least 40 of those Juubi-cones made by Incomplete Juubi. I can say this feat below would be x40 the power of a common 2nd Incomplete Juubi's Juubidama --->

MY TWO CENTS ---> we are looking at a massively overpowered version of the Juubi-cone fired by a far weaker form of the Juubi. . . around Large Continent level.

---> And now we have an Unstable Juubito that not only was able to break free from Hashirama's Myoujinmon Gates sealing jutsu, that was able to seal 3rd Form Juubi, just by flexing. Not only was able to effortlesly destroy the 4 Red Yang Formation Barrier, the same barrier who tanked the huge Juubidama in the picture above.

A complete Juubito was able to do this. . . something that the huge Juubidama from before would pale in front of it:

Four huge Juubidamas that are, at very least, comparable to the ones dropped by Steroid Juubi...if not superior.

Everything performed by Juubito massively outclassed what 3rd Form Juubi did.
