Narratively speaking, Yonkos should be more powerful than the admirals simply because the world government created the shichibukai system to exist as one of the three powers and serve as a bulwark against piracy. The fact that they needed something more than just the three admirals should tell you something. With that said, I think Akainu and possibly Aokiji are yonko level since Akainu fatally wounded WB and Aokiji fought him for ten days.
Not really, there's 4 admirals and 4 yonko, but the marines arent just incharge of fighting just yonko and their crews. They're responsible for dealing with all pirates around the world. Having 4 yonko tier characters wouldnt be enough to deal with all of that so the shichibukai mhelp even things out but that doesn't mean that an admiral cant fight a yonko
Only ways isshiki could win is if he figures out that lile's halo affects his Volstandig abilities and shrinks it (unlikely).
Or if quincy shadow portals arent able to work outside of realms connected to the garganta or have some other restriction.
I personally don't think the shadow would work since most of the portal abilities in bleach operate on specific rules and if they were able to just anywhere ywhach wouldn't have needed to so much to get to the royal palace then teleport his soldat in. But no real proof yet.
