Putting an Uchiha in the list is a disservice to anyone else in the series because of how the Sharingan works. Therefore, after considering it, I've decided not to include any Uchiha, just to give the list diversity and substance for debate purposes.
Coming in at #1, we have Minato. His use of Flying Raijin places him at superior speeds than even Raikage A, perhaps compared to only by KCCM Naruto.
At #2, Uzumaki Naruto, whose Kyuubi Chakra Cloak Mode gives him access to speed that can rival the Flying Raijin.
As the creator of the Flying Raijin, his speed is only surpassed by Minato, placing him at #3 in ranking.
Final Gate Release gives Gai enough speed to blitz Sage Madara.
Hashiramaa Senju can fight on equal footing with the likes of Madara. Coupled with Senjutsu, gives Hashirama enough speed to rival anyone on the list, his other abilities only making him vastly more competent in comparison to others on the list.
As a user of Dust Release and through use of various other techniques in his arsenal, the Tsuchikage is able to fly, and is one of the fastest and strongest of the Four Kages in the war arc.
The predecessor of Onoki, flight gives him plus points in terms of overall battle speed and dexterity, coupled with his stealth tactics to make him an extremely deadly adversary.
As a user of Lightning Release, the Third Raikage is naturally fast.
Kisame was able to keep up with Bee and even defeat him in a head on confrontation. The kind of speed required to do that is no laughing matter because remember, Bee had no difficulty defeating Sasuke who had Mangekyo Sharingan at that point.
He's without a doubt slower than Gai, and naturally slower than Kisame, but still fast enough to be considered one of the fastest in the whole verse.
