No. It doesn't truly matter where or how you receive the power, it matters only what you do with it. In this case, he selflessly used it to save live of millions of people instead of making easy money from Olympics and competition. Tbh, this is like asking if Spider-Man cheated because he was beaten by a radioactive/magical spider, even though that would be completely ignoring his character arcs and all the struggle he has been through. Or asking if Thor cheated because he was born a god. Compared to them, Steve may as well be considered nothing. But like them, Steve has his own struggle, own pain and ways to make peace with all the bad and horrible things in his life. That is why these characters are so compelling. Because no matter how powerful they are, they still have that "human weaknesses", be it physically or emotionally that the readers can sympathise with
