Depends greatly on which version of either character. The Ghost Rider has had different powers exhibited based on the host vessel, including projecting hell-fire blasts, penance stare, matter manipulation (changing self and other objects via hellfire into transportation and weapons), resurrection of the dead, astral projection, spirit possession. Adam Warlock likewise has exhibited varying powers from rebirth to rebirth including projection of energy blasts, flight, magic conjuring, cosmic awareness, soul extraction, soul manipulation, astral projection, teleportation, interdimensional travel. At his most powerful, Warlock has had his powers amplified first by the Soul Gem, making him master of the Soul World contained within. Secondly when he possessed the united forces of the Infinity Gems, becoming arguably the most powerful single entity in the Earth-616. (Technically the Living Tribunal disagreed to Adam Warlock retaining the Infinity Gems and Adam Warlock acknowledged that their conflict would fruitless render reality devastated in the wake.)
I would say the most powerful version of Adam Warlock with the Infinity Gems would overpower the most powerful Ghost Rider but in honesty I am more familiar with Dan Ketch/Johnny Blaze GH and not as much the more recent variants. I recall that the female Ghost Rider who worked with the Defenders was able to use GH's powers in unexplored ways such as resurrecting an entire town of deceased souls. In Adam Warlock's favor, when in possession of just the sole Soul Gem, he was able to best Mephisto in his home dimension in a battle that pitted their soul manipulation skills against one another, IN HIS OWN DIMENSION!
