Earth 1610 Norman Osborn
Norman Osborn from the Ultimate Universe was created by Brian Michael Bendis and Mark Bagley and first appeared in Ultimate Spider-Man #1 - Powerless. His history and the character are very different than his 616 counterpart. His company, OsCorp is one of the companies that were working on modern version of the Super Soldier Serum for SHIELD, who tied to recreate Captain America.
Norman showed something and promised it but was never able to give his country the serum because he never created anything. Therefor he became reckless and quickly created a Serum called Oz and created a genetically altered Spider composed of the Oz. During the same day, Midtown High School students had a science trip at OsCorp. One of the Spiders escaped and it bit a student named Peter Parker. Because of the accident and the imperfection of the serum, Norman was turned off from the project and was blamed for all the shit that happened. Therefor, he started to hate Nick Fury and wanted to take revenge and remove Fury out of the picture in order to continue with his plans.
As a result, Norman created a different version of the Serum and injected himself with it, turning himself into a Green, Demon like Meta Human. For some unknown reason, he tried to kill his son Harry, he killed his wife and he burned his house as well as trying to kill Peter. After he was defeated, he disappeared, until he came back months after, yet again having the ability to transform, but only when he injects himself with the Oz Formual. It was pretty clear he wasn't in control of his own actions the first time he was transformed. After he came back, he told Peter he has to throw the costume in the trash for good. As he injected himself with the Oz Formula in front of Peter and then back in the human form, he told Peter how he is now in charge and how Peter will use his powers to work for Norman and there may be some stuff he will have to do that he will not agree with, but if he doesn't, Norman will torture and maybe kill Aunt May and his girlfriend Mary Jane.
Nick Fury visited Peter, telling him the story about his and Norman's business relationship and Oz and how he told Peter how the most likely thing Norman will ask Peter to do is to kill Fury. He explained it here...
Peter decided he won't kill for Norman, and therefor, Norman almost killed Mary Jane and while she was saved, Norman was arrested and his money, company and science projects were taken over by SHIELD. While he was able to escape SHIELD captivity more than once and he tried to make Peter respect him because he is the one who gave him his powers and how their genetic link is the same because both have Oz in their system, even making him the 6th member of the Ultimate Six, Norman eventually came to conclusion that he will never be able to respect him as his father.
With his son killed, his company shut down, his employees fired, his money taken away, his reputation destroyed, his formula's stolen and no hope with moving on with his life for killing various civilians, SHIELD agents and even attacking the White House with the Ultimate Six, the only thing he was left with is hatred for Nick Fury and Spider-man.

Powers and Abilities
Ultimate version of Norman Osborn is way more powerful than 616 Version of Norman Osborn and has powers and abilities are the following...
- Superhuman Strength: Norman is incredibly strong and is probably way stronger than Spider-man.
- Superhuman Speed: He can travel pretty fast when he jumps around and has enhanced reflexes.
- Superhuman Durability: Incredibly hard to put down. Every time he appeared, it seemed impossible.
- Healing Factor: Norman can instantly heal from injuries. More dangerous ones heal longer.
- Immortality: According to Norman, Oz is giving people immortality and the ability of resurrection.
- Pyrokinesis: Norman can shoot explosive fire blasts and set himself on fire. He can also absorb it.
- Flight: Norman can fly when he sets himself on fire and jumps high enough, like the Human Torch,
- Genius Level Intellect: Norman created the Oz Formula and has a lot of knowledge on science.
His powers are also listed in the same Marvel Handbook mentioned above.
Miles's Venom blast has a unique effect on Norman. It hurts him more than it should have, it weakens him, turning him back into his human form, and makes him unstable because of unique effect on his physiology. After tanking so many Venom blasts, Norman just turned into a human in the meddle of a fight.
While Norman is smart, he is lacking massive levels of intellect his 616 counterpart had. He is also lacking tactical skill, the ability of manipulation and self-control (over rage and insanity) and is way more arrogant than 616 Version. That is why he always failed. Norman is also extremely reckless which is the reason why he lost his reputation, self control, sanity, money, company, allies, hell, even his son Harry.
In his first incarnation, Norman wasn't able to think and wasn't able to talk. He had no reason or logic while he was doing anything. He killed his wife and almost killed his son for no reason and attacked Peter at his school without clear reason, and wasn't even able to speak like human. After getting injected by the Oz Serum again, he had almost full control over himself. However, when he injected himself twice in a row, it appeared that he had the same problem again even tho he increased his physical abilities. After he was defeated for the first time, he never had the problem to think and talk like a regular human.
During his second incarnation before injection, Norman's view of the world was extremely weird and psychotic to say the least. The world around him looked red and was set on fire. He also sees ghosts talking to him and while he usually ignores them, he is talking a lot of weird stuff that are not understandable. He also sees Spider-man in a different way.

It seems that Norman no longer has this weakness as similar hallucinations were never shown ever again.
Originally, Norman gained his powers after getting injected by the Oz Formula.

Later, Norman could simply inject himself with Oz Serum and transform without any special treatment.
Norman can also transform back into his human form when he injects himself with the cure.
Norman can also transform back to his human form when his body takes too much damage and Oz wears off, but he was able to prevent that from happening when he injected himself with Oz again which healed his body. However, Norman injected himself with Oz yet again and his body started to grow bigger, making him even more powerful but being almost as savage as his first incarnation.
After second injection and later turning back into his human form and was taken into the SHIELD custody, everyone thought Norman can't turn into the Goblin unless he injects himself with Oz Formula again, even Hank Pym was convinced. However, when Norman was inraged, he was able to fully transform into the Goblin at will (at least he would if he wasn't incapacitated before that), meaning that his whole physiology was changed.
Norman explained how his powers work. He knows that for some reason, SHIELD won't be able to unlock all the secrets of the Oz Formula. According to Norman, he consistently evolves which is the same thing he said before he showed Peter how he injected himself with Oz. This makes sense and explains how and why Norman's physiology changes every time he appears and how his powers and mental stability change as well.
It is also pretty clear that SHIELD doesn't know anything about Oz just like Norman said. Even after months of research and analysis, Norman's son Harry was claimed to be a normal human by smartest scientists in SHIELD, even tho he became the Hobgoblin and actually had Oz injected in his system moments after Norman became a Goblin for the first time, and not even Harry knew it. Nobody did besides Norman. Fury himself was extremely pissed to find out about it, to the point of planning to remove Oz from Peter's system while requesting the secret of the formula, which he didn't have.
Even after Norman Osborn turned out to be alive even tho everybody thought he was killed by the Hulk-buster Squad, SHIELD scientists claimed he doesn't have powers based on the analysis, which is just not the case.
One of Norman's less impressive feats is destroyed the wall of Triskelion building with a punch.

Norman's strong legs give him the ability to jump extremely high which is effective way to travel around the city extremely fast with ease. He jumped extremely high in his first fight with Spider-man.
When Norman jumps to travel, he has incredible maneuverability and speed. When he kidnapped Mary Jane, he was jumping around the city and Peter could barely keep up with him.
Jumps extremely high twice, while fighting SHIELD helicopters.
Norman was able to stomp the group of federal agents equipped with Hulkbuster armors.
Other feats include...
- Blocks a punch from Doctor Octopus's tentacle with ease (Ultimate Spider-Man #157 - Death of Spider-Man, Chapter Two).
- After being extremely injured and weakened, Goblin threw Spider-man off the bridge which suck force, Peter had trouble staying balanced with his webbing (Ultimate Spider-Man #26 - Circles).
- Casually tears Peter's webbing apart even tho Peter used a lot of fluid (Ultimate Spider-Man #27 - Illegal).
- When Peter tried to stop Norman with his webbing, he wasn't strong enough and was pulled backwards instead (Ultimate Spider-Man #7 - Secret Identity).
- Peter barely stalemated him in strength contest (Ultimate Spider-Man #7 - Secret Identity).
- Bends Peter's spine, slowly trying to kill him (Ultimate Spider-Man #27 - Illegal).
- Casually crushes Dock Ock's tentacle (Ultimate Spider-Man #113 - Death of a Goblin: Part 2).
- One shots Peter, who stays KO'd for few minutes and then jumps extremely high and later he jumped high enough to reach SHIELD Helicarrier (Ultimate Spider-Man #117 - Death of a Goblin, Part 6).
- Two/three-shots are enough to turn Hobgoblin back into Harry, and one punch afterwards kills him in his human form (Ultimate Spider-Man #113 - Death of a Goblin: Part 2).
I just want to point out how durable Hobgoblin is. Not only he was fighting with Spider-man and tanked some of his blows without much trouble, but after Mary Jane appeared, Peter started to fight more seriously and started to beat Harry up, slamming him into the ground and punching him even more, than SHIELD Hulkbuster Squad appeared and they hit Harry with their laser guns and the next second, Peter was still beating him up, and he still wasn't down until the second blast from Hulkbuster Squad.
In other words, it took two brutal beatings from Spider-man and two assaults from Hulkbuster Squad to put Harry down and Norman made him go back into his human form with two/three strikes.
Norman doesn't have a lot of speed feats. However, he never had problem keeping up with Spider-man despite the fact that he is slower than him. His reaction time speed id pretty good and at the time he has a problem with fast characters (he eventually tags them) he usually tanks their blows without any damage so it is not like it matters anyway. Norman is also very fast when he jumps. Besides the fact that Spider-man barely kept up with him as I showed above, Norman was not only travelling fast but reacted fast enough to destroy SHIELD choppers while lacking the ability to fly and overall, not being in the best position to fight them.
He also blitzed Mary Jane in an instant despite the fact that he was falling free and lacking any kind of real momentum to blitz her, and he was moving like a blur (to a small degree).
More speed feats...
- Dodged a blast from Hulkbuster Squad after they have been fired (Ultimate Spider-Man #117 - Death of a Goblin, Part 6).
- Catches Spider-man who was dancing around him, meaning he was actually using his combat speed, and Norman was capable of tagging him (Ultimate Spider-Man #115 - Death of a Goblin, Part 4).
- Does the same thing, but this time, Peter actually saw it coming (Ultimate Spider-Man #26 - Circles).
- Dodged Spider-man's webbing while being in the air (Ultimate Spider-Man #7 - Secret Identity).
- Eventually tags Captain America (Ultimate Six #6 - Chapter 6).
Even in their first encounter when Norman was at his weakest, he was still durable enough to tank a beating from Spider-man multiple times, getting shot by a police helicopter and surviving a fall from great high.
After injecting himself twice in a row, healing from his injuries and became more powerful, he charged at Spider-man and Peter punched him in the jay twice in a row, than he punched him in the face with his leg and threw a table at Norman's head and Harry even stabbed Norman in the back close to the spine. Norman wasn't really hurt until Harry sucker
punched stabbed him and even then, he wasn't hurt that much until SHIELD helicopters overwhelmed his healing factor with their attacks (a bit inconsistent IMO considering the fact that Norman tanked their attacks in weaker incarnation).

Norman tanked a beating from Doctor Octopus's tentacles and he didn't take any damage.
Norman tanked his blows again.
Tanks a beating from Miles who sucker punched him and was hit by explosions of multiple cars at point blank range and he wasn't hurt.
Norman's pain tolerance, resistance to damage and healing factor is what actually made him so unstoppable even more than his raw durability (which is still pretty high). Norman was shot by SHIELD helicopters ready to fight Goblin and he continued the fight afterwards.
Afterwards, Norman's endurance allowed him to continue the fight and he tanked an explosion hitting him, a sucker punch and then beating from Spider-man, and a rocket from the SHIELD helicopter. And he still had enough strength to come back home so fast, SHIELD helicopters needed few minutes to get there.
I just want to point out that after his second resurrection, Norman's durability was increased even further, as he didn't take any damage from bullets, one thing that consistently proved to be capable of damaging him. He wasn't hurt from bullets from Maria Hill's handgun,
high caliber bullets fired at him by the police,
even bullets fired from weapons of federal agents wearing SHIELD's Hulkbuster equipment.
It took three Venom blasts to turn Norman back into his human for despite the fact that they were beating him up and Venom blast has unique effect on Norman, it might as well count as his weakness.
When Norman escaped SHIELD captivity, him and his Ultimate Six fought the Ultimates. Norman was able to tank blows from Captain America and Spider-man as well as a repulsor blast from Iron-man.

When he escaped SHIELD captivity for the second time, he fought against Peter and SHIELD's Hulkbuster Squad, tanking Spider-man's blows and lasers from their guns without any significant damage.
During his last fight with Spider-men, Norman was transformed into a Goblin even after he was hit by Venom blast three times. When he was hit once again, he tried to escape. Miles chased him and punched him in the stomach and used the Venom Blast again. Than he was punching Norman slamming him into the ground, turning him into a human for few seconds once again until he transformed again, grabbed Miles and tried to kill him. Than Peter punched him and Miles punched him as well and than the effects of the Venom blast affected his body once again and he feel down, than he was getting back up, trying to attack Peter's family but was punched by Spider-man yet again. He didn't take much damage but he unleashed an flame burst and feel knocked out because of weird effects of the Venom blasts
Another extremely impressive showing of durability (maybe the most impressive one) was shown during Norman's fight on the helicarrier. Norman tanked blasts from Hulkbuster Squad, punches from Spider-man, punches from Hobgoblin, more blasts from Hulkbuster Squad that send him fly few feet away and getting slammed into various planes that exploded and Norman being in the middle of it and he still didn't take any damage. He was later beaten up by Spider-man and Hobgoblin and was hit by a rocket from a bazooka and after he started to beat up Hobgoblin, Hulkbuster Squad was firing at him and he still didn't take any damage.
Norman survived a blast from fully powered Human Torch and was down for few minutes but wasn't KO'd. If he was he would turn back into his human form, similar to the Hulk.
Oz's ability to keep Norman alive is astonishing, even after he was hit by attacks that should or at least are suppose to kill him, even when everyone thought he was dead he was alive. When Nick Fury called Harry to make Norman stop fighting, Norman started to transform into his human form and was about 50-75% human when he was hit by Iron-man's repulsor blast that was specifically customized for Osborn's physiology when Tony was analyzing it, allowing the suit the adapt. Norman was durable enough to remain conscious for few seconds and when he tried to fight, he was hit by Captain America's shield and high caliber bullets (which could hurt him at the time) and lasers from SHIELD's weapons, and Norman survived and healed after an unknown amount of time.

After Norman recovered from Human Torch's blast, he was beaten up by Morals Off Peter Parker (he tanked his blow previously), hit by a Truck moving at high speeds and later crushed by it, punched by Spider-man with a truck (who lifted it and used it to punch Norman with ease) twice and being hit by the explosion of a truck and the other cars nearby at point blank range, everybody thought Norman was dead.
Even tho years later it was revealed that Norman was alive.
Same thing happened to Peter Parker who died but was revealed to be alive and based on the story, he just woke up after his body healed after an unknown amount of time, even tho it was pretty clear he died. This brought Norman to a conclusion that Oz gives people immortality/the ability to resurrect themselves after they die and eventually heal.
This is not the first time this happened. When Norman was shot in the head by a Hulkbuster Squad, it was believed he died (logically), but it was later revealed he was actually alive.

When JJJ show Norman Osborn with a gun at almost point blank range in his human form (which would logically kill every human being) in the chest, Norman got up in few seconds without any signs of pain or damage (besides bloody chest). Norman just turned into the Goblin again with his body being fully healed and Norman stating he is immortal.
As I mentioned above, Ultimate Green Goblin has a unique ability to set himself on fire, certain parts of his body or all of it. He can also generate it and even absorb it. It is most commonly used to project powerful fiery bolts of energy from his hands that explode when they hit the target. After his second resurrection, Norman learned how to fly when he sets his entire body on fire and jumps very high, similar to Human Torch. However, he can only launch himself and travel and can't stay in the air levitating and doesn't have perfect maneuverability that works for combat. He still used that ability consistently in the short amount of time he appeared in the final volume of Ultimate Spider-man Pre-Secret Wars.
- Visits his old OsCorp building (Miles Morales: Ultimate Spider-Man #2).
- Launches at Miles Morales (Miles Morales: Ultimate Spider-Man #3).
- Escapes from Spider-men (Miles Morales: Ultimate Spider-Man #4).
- Approaches JJJ's house (Miles Morales: Ultimate Spider-Man #5).
- Tries to escape from Spider-men (Miles Morales: Ultimate Spider-Man #7).
Of course, this ability is way more useful to damage your opponent and Norman doesn't really use flight in combat. When it comes to damage output, Norman was able to burn his house and almost kill Harry.

- Sets Harry's face on fire (Ultimate Spider-Man #117 - Death of a Goblin, Part 6).
- Unleashes a flame burst (Miles Morales: Ultimate Spider-Man #6).

- Destroys a bunch of cars (Miles Morales: Ultimate Spider-Man #4).
- His body is set on fire, making him dangerous to touche (Miles Morales: Ultimate Spider-Man #4).
- Norman's entire body is covered in flames (Miles Morales: Ultimate Spider-Man #2).
- Easily destroys a military trunk and a bunch of cars around (Miles Morales: Ultimate Spider-Man #1).
- Creates another explosion (Ultimate Six #5 - Chapter 5).
- Sets himself on fire to get Miles off his back (Miles Morales: Ultimate Spider-Man #4).
- He used the same tactic against Peter (Ultimate Spider-Man #117 - Death of a Goblin, Part 6).
- Shoots fire blasts and throws Spider-men backwards (Miles Morales: Ultimate Spider-Man #7).
- Unleashes fire around Parker's house (Miles Morales: Ultimate Spider-Man #6).
- Shatters a wall of a bunker with ease (Ultimate Spider-Man #156 - Death of Spider-Man, Chapter 1).
- Frees the Ultimate Six (Ultimate Spider-Man #156 - Death of Spider-Man, Chapter 1).
- Fires a blast that sets Hulkbuster Squad on fire (Ultimate Spider-Man #117 - Death of a Goblin, Part 6).
- Creates a building sized explosion (Ultimate Spider-Man #112 - Death of a Goblin, Part 1).
Norman is also capable of absorbing fire. Although he used this power only once against Human Torch. Norman literally absorbed all of his energy to the point of leaving Johnny temporarily powerless while amping his own powers and giving himself the ability to fly, or at least levitate.
In short, Ultimate Green Goblin is way more dangerous in a strait up combat than 616 Green Goblin. He is physically above Spider-man based on consistent showing and his fire projection capabilities are very impressive. His durability, pain tolerance and healing factor make him look like Wolverine when he is fighting people. He definitely deserves to be put on low Mid Tier level.
