He is. I'm pretty sure ONE confirmed it somewhere. The reason the Hero Association didn't formally rank him was because they don't even know he exists. Saitama beat him before the S-Class even penetrated the hull of his ship
I personally think Boros should be god level because he has a planet busting attack, but some people say his final attack is star level. If that was real then he should be more of a god threat lol.
Probably because the name of the attack suggests so.
