The list is composed of individuals who excel in strategy, coordination, and leadership during battle.
This does not take into account any of the time spent prior to a fight in preparation, just how proficient a tactician and leader the person is during a conflict, as such the list deals with individuals who regularly lead teams or large groups of people; thusly, characters such as the Punisher or Black Widow will not be included.
