@kasya_carey: Well I just flat out disagreebwith you on several points.
2- His feats themselves once separated from statements are usually hurt by what he's doing in the course of getting them...which is usually being hampered by base humans or street levelers with fire power and limited durability. Like we know he's powerful, but he's not an all out monster.
3- That describes 4 or more of Legions personalities and maybe even Lifeseed X-Man depending on how you view him. All of whom Legion has forcefully contained.
4- I know Forge has the spell, but in multiple clashes with him it's usually Forge or someone else standing around with a gun hindering him.
5- Like I said the statements outweigh the actual feats by alot. He warped the white hot room after Echo trapped him there. And most of the scaling for his first appearance doesn't really line up with him being consistently multiversal in the way effecting otherworld and the Citadel might imply. But again I'm not doubting him, so much as pointing to the fact that it's not as cut and dry as your making it.
6- Again this is Echo were talking about, the Thor level Phoenix host (as far as offense). I wouldn't suggest that he could do the same to one of the more notable Phoenixes on their terms. And in terms of how he actually lost to her Legion himself has repeatedly transported to and from the place outside of existence even after his own existence was erased twice so by the loose terms were setting up I'd say that's a very repeatable method given his full power isn't shown to be much better then what he did.
7- Roma is just alot of statements. In terms of actual power feats there's very little to suggest how powerful she would be in a fight to the point that resisting her full power would be relevant. She is a mostly statements based character.
If we are looking at it from statements then your probably right, but I just feel like alot of adversaries statements aren't backed up and are against people or places that are also mostly statements. Like by all reason he should be a multiversal level threat by statements and scaling to other people's statements, but I find his actual feats lacking to say he can go against a consistently universal character.
