Yes specifically for minors. There is a fine line between manupulate and exploitation, and minors should never be subjected to it even from their own parents. What children need from parents are Guidance and Support.
Consequence should be somewhere equal to the punishment for not giving due child support.
In relation to the current pandemic, other people/nations choose to strictly follow the ordinance and restrictions due to the situation. While others choose to just live life normaly as it is. Like what I read somewhere posted on a huge signage across the village by a religious group; "What matters most? Survival? Or Salvation?"
