Depends on the level of the chronokinetic. A weaker chronokinetic might get tagged by a high speed user, such as Flash. However, a higher level chronokinetic can also affect probability by picking and choosing timelines that are valid and scenarios that may or may not happen. If someone is going the speed of light, or even faster, wouldn't it be plausible to state that a chronokinetic could freeze that person by locally reversing the space the victim is traveling/operating. A good chronokinetic would also be aware of possible occurrences in the future to prepare for someone preparing for the chronokinetic.
In truth, the only thing that counters time manipulation is either GOD or plot, in fiction. If written correctly nothing is beating time manipulation.
