As of 2022... I can honestly say The Dragonborn wins.

Before ESO started with some of it's more ridiculous feats (making Dovahkiin one of the most OP characters in all of fiction by far), this was a good fight that would have gone to the Arisen imo, but ESO and some texts since have talked up the power of the Dovahkiin and have made him a "Prisoner", which means he can kinda destroy most people in fiction with no effort.

From what I know of him, he clears.

Frank Martin is probably his biggest threat as well as Rama, Bone will be sure of himself but he will lose. Everyone else he demolishes.

Jin wins in base, he's too fast and arguably stronger. Skill would go to Yujiro.
